Mix 1 cup of flour with the water to make a batter using a hand whisk. Do not overmix the batter, a few lumps will be ok. Season well with salt (remember you will also be adding celery salt) and pepper and add the rest of the spices. Pour the remaining flour into a shallow bowl. Dip the chicken pieces first into the flour and then into the batter and deep fry until cooked through.
